Statutes for REX UNITED
association
§ 1. The name of the association is REX UNITED.
§ 2. REX UNITED is a association for every catlover.
The guideline/goal of this association is to improve the status of all
Rex breeds as pets and increase one’s knowledge about the different breeds,
caring and breeding. Supply, collect and inform the member’s information
about every breed. The breeding councilors work is impartial. REX UNITED
disclaims all responsibility concerning members breeding.
§ 3. Membership of Rex United can every one obtain who is committed
to REX UNITED´s policies, regulations and their own federations regulations,
as SVERAK, NRR, CFA, GCCF, TICA and Independents.
Members are also committed to follow their countries laws concerning protection
of animals.
You can get a membership of introduction if you’re buying a cat from a
member in REX UNITED who is a breeder.
§ 4. The one who have worked in behalf of the cause of cats and/or
REX UNITED can achieve an Honorary membership. One can only achieve
an Honorary membership trough election by the members on an annual meeting
with as much as 2/3 majority.
Honorary member counts as a paying member and goes on until further notice.
§ 5. The annual meeting is the highest competence of the association
to pass a resolution and it’s only trough majority of votes. The annual
meeting will be held in the third or fourth quarter of the year and has
to be announced at least 14 days before the meeting and the notice shall
contain following agenda.
1. Opening of meeting.
2. Election of chairman.
3. Election of secretary
4. Election of 2 members to verify the minutes and count the votes.
5. Enumeration of the number of members who are entitled to vote.
6. Approval that the summons arrived in due course and of the agenda.
7. Annual report from the committees.
8. The treasurers annual report and
thee accountants audit accounts.
9. Question to adopt the report and accounts.
10. Confirmation of membership
fee and of permanent expenses.
11. Election of when, country and city for the next annual meeting.
12. Motions submitted by members.
13. Budget/form of activity.14. Election If you want to discuss a motion
on our annual meeting you need to send it to the committee at least 3
weeks before the annual meeting. A summons regarding the annual
meeting has to be announced at least 6 weeks before the annual meeting.
The summons has to contain time and place of the annual meeting and information
about deadline of propositions and motions members like to discuss at
the annual meeting.
The message has to include all the posts that are vacant in the association
and addresses to the election committee. The election committees proposal
and other members who are available for election of committee posts in
REX UNITED, shall be enclosed the summons. A revised specification of
the annual meeting has to reach the members no later then 4 weeks after
the meeting
A. Right to vote.
Every paying member of REX UNITED has a possibility to leave their vote
by postal voting or by proxy by participant member at the annual meeting.
A member’s election and vote has to be sent to the secretary of the committee.
A member’s election and vote has to be placed into a sealed envelope,
which is anonymous for the counter. This unmarked envelope has to be placed
into another envelope marked "postal vote".
The external envelope has to be furnished with sender and postmarked at
least two weeks before the annual meeting. None of the envelopes will
be opened before the annual meeting. Enumeration of postal votes and proxy’s
has to be done at item number 5, "Enumeration of the electoral register",
from the agenda of the annual meeting.
§ 6. An extra annual meeting will be held
a. When at least 5 of the committee consider it necessary.
b. When at least 3 members of the committee leaves before ended term of
office.
c. When at least 2/3 of the members in REX UNITED who are entitled to
vote demands it. The demand has to be sent to the committee with a written
suggestion of agenda. The extra annual meeting will be held 1 month after
reaching written request and the summons will be sent with the same time
limit as the ordinary annual meeting. An extra annual meeting will only
handle the motions that the summons concludes.
§ 7. The committee constitutes of 7 members.President, vice President,
secretary, treasurer and 3 board members. There will be an additional
election of 2-3 deputy members. Every election will be done at the annual
meeting trough a written election.
Deputy members are elected for 1 year and the rest of the committee are
elected for 2 years. The committee shall if it’s possible, be represented
by breed and geographic position. The committee delivers the annual
report at the annual meeting.
A. President, secretary and 1 board member are elected on uneven date
of year.
Vice President, treasurer and 2 board members are elected on even date
of year.
3 members are elected for 1 year at the election committee.
2 auditors are elected for 2 years.
One on uneven date of year and one on even date of year. An editor
is elected at the annual meeting for 2 years on uneven date of year. The
editor is responsible for the lay out of the paper and the committee are
responsible of the publication. The President of the committee is the
responsible publisher.The committee can select a new editor, who is responsible
for the editorial until the next annual meeting, if the elected editor
is resigning from the assignment earlier.
The webmaster is elected for 2 years on even date of year.
The committee can select a new webmaster to be responsible of the homepage
until the next annual meeting if the elected webmaster is resigning from
the assignment earlier. The webmaster is compensated for extra expenses
with a yearly amount that will be decided at the annual meeting. Webmaster
has to be a member of the committee at least a deputy member.
The Breed committee is elected for 2 year and has to include at least
3 members. The Breed committee delivers a report every three months to
the committee. The Breed committee writes their own annual report, which
delivers at the annual meeting. They will submit a proposal for a working
plan yearly. The Breed committee will work with questions
of health and breeding of the different Rex breeds.
§ 8 The President will summon for committee meeting whenever the committee
considers it necessary. The committee forms a quorum when at least 4 of
the members of the committee participate in the meeting. The Committee
will keep the minutes, accounts, list of members and book the inventories.
The report of the board has to be approved by the participants.
§ 9 The treasurer is responsible of the accounts of the federation.
The committee is responsible for the resources in the presence of the
members at the annual meeting.
The 2 auditors will audit. The treasurer will put forward the accounts
to the auditors yearly. The audits will be presented in a report at the
annual meeting. The auditors will have access to the reports of
the board during the audits.
§ 10 A member who trough actions or statements will harm a cat/cats
or prevents the work of REX UNITED, can become suspended until the next
annual meeting where it will be decided if the member will be expelled.
To expel someone needs at least a 2/3 number of votes at the annual meeting.
A suspended member looses his/her right to vote but are still permitted
to speak for him/her self.
A member who is expelled from his/hers federation or is a convicted tormentor
of animals, will become expelled immediately. This decision will the committee
take and it doesn’t need a 2/3 number of votes at the annual meeting.
§ 11 A membership discontinues by a written request to the
committee or automatically 2 months after maturity of payment of membership.
Payment fee will not be repaid.
§ 12 Changes of REX UNITEDs rules can only be done at an annual meeting
and with a majority of 2/3. Changes and adds has to be included the summons
of the annual meeting. Resolved changes comes into force
when the annual report has received all members.
§ 13 The yearly fee of membership will be settled at the annual meeting
on the basis of the committee and the last year accounts. A family
member and introduction members yearly fee will only be maximum 1/2 of
a main membership. An introduction membership gets by buyers who aren’t
or haven’t been a member the last 5 years and by a breeder in REX UNITED.
Information and mail to a main member will only be sent until 2 months
after no payment of annual fee.
§ 14 The ending of REX UNITED as a federation has to be decided at
2 following annual meetings with at least 6 months inter space and with
a majority of 2/3. A suggestion of ending the federation has to be submitted
the agenda noted that 2/3 of the votes voted for an ending at the latest
annual meeting. The annual meeting will decide what to become of
the REX UNITED's property and money.
